Can a nation that isn't a member of the United Nations have access to IMF and Wold Bank funds/loans?

I'm asking this because I want to know if Russia will be in a position to veto any loans/funds that the newly formed state of Kosovo might want to get from these institutions in future. Someone mentioned to me that if a nation isn't a UN member, it doesn't have access to these lending institutions. Thank you.
