For sure, if you can get the cinder blocks that cheaply, go with the blocks, even if they're just plain. Later, you can easily apply colored stucco to the blocks in a pattern that pleases your eye. Stucco that you just mix up with portland cement, sand and color is cheap, easy to apply and easy to maintain.
