Computer Keeps Restarting?

I can't even get to the desktop. Is there a way to Disable automatic restart on system failure without getting to the desktop? Also i keep on getting to the page where it says " turn on computer safe mode or last know way" and none work tge computer just restarts. Is there a way to fix this. will F10 recovery help? but will i ose all my pictures with recovery?
