Religion related question about politics: Regarding the denial of the Eucharist for those who voted for Obama?

A few years ago, here in Fairfield CA, a private burger joint owner was arrested for giving away a free burger to people who went to vote. He didn't care who you voted for, he just wanted to encourage people to vote. Apparently this is illegal, they called it buying votes. Conversely, isn't what this Priest who is denying the Eucharist is doing, sort of? Rewarding those who voted against Obama by allowing them the rite of the Eucharist? And by doing so, buying their vote? (even though it's worthless since Obama won.)
